The Investigative Services
Bureau are the primary investigative components of the Norwalk Department of Police
Service. The bureau is comprised of the Detective Division, Youth Division and Special
Services Division.
Detective Division
The Detective Division is under the command of a
Lieutenant. The organizational structure of the division includes three squads of
detectives, each supervised by a Sergeant, assuring coverage from 8am until midnight,
seven days a week.
The division is required to assume
responsibility for all felonies where a follow-up investigation is required and necessary,
any misdemeanors where a follow-up investigation is deemed necessary by the detective
supervisor, and any other matter determined by the Chief of Police to be appropriate.
Most Part I category crimes (Murder, Robbery, Sexual Assault, Burglary, Arson, Larceny and
Stolen Motor Vehicles) are investigated by the detectives in this unit.
Realizing cooperation and coordination among
various law enforcement agencies is essential to reducing the level of crime and solving
crimes where they do occur, the Detective Bureau cooperates with other city, state and
federal agencies in investigating incidents utilizing task forces or other cooperative
means.
To attain the rank of Detective, a Norwalk
Police Officer must have a minimum of 3 years "on the job", and pass a
competitive written and oral examination.
Youth Division
The Youth Division commanded by a lieutenant is responsible
for the investigation of crimes involving juveniles and cases of suspected child abuse. In
addition, the division provides instruction to all Norwalk 5th graders through the DARE
(Drug Abuse Resistance Education) Program. The education programs are intended to improve
the relationship between the Norwalk youth ad the police through a frank and open
discussion of contemporary issues impacting our youth. The division also supervises the
School Resource Officers (SRO's) who are assigned to the Norwalk High Schools.
Special Services Division
The Special Services Division, commanded by a lieutenant,
is responsible for the investigation of narcotics violations, vice, gambling and organized
crime. As in most large cities, narcotics enforcement is the priority for this unit. Long
term as well as short term investigation are conducted by this unit. Targets range from
high-level narcotics traffickers to sellers and buyers engaged in street-level narcotics
activities. Utilizing state and federal asset forfeiture laws, thousands in cash and
property is seized each year, and used to further combat the drug problem. In addition,
the unit works closely with federal agencies such as the FBI, Treasury Department and Drug
Enforcement Administration, as well as state and regional units such as the State-Wide
Narcotics Task Force.
