The Headquarters Division
is commanded by a Lieutenant and is responsible for the record keeping functions of the
department, as well as various adjunct services necessary to provide proper police
service.
Property Unit
The Property Unit is responsible for maintaining custody of all property obtained or
seized by the department as evidence, lost and found, or as contraband. Over 6,700 pieces
of property are recorded and catalogued by property unit personnel each year. Each piece
must be properly recorded to provide a chain of custody for court presentation and must be
easily located when called for.
Identification Unit
The Identification Unit is responsible for maintaining records for all persons arrested by
the Department. Each year, the unit is responsible for cataloguing the personal data,
fingerprints, and photographs of over 3400 persons arrested by the department. Besides
maintaining the arrest files, the ID Unit also processes over 1700 rolls of film and 5,000
prints in the department's own color processing lab.
In addition, the unit also provides crime
evidence processing at most major incidents which occur in the city. The Unit is utilized
at over a dozen such scenes each year and require special processing techniques or
equipment. The unit gathers evidence and processes scenes using some of the most
state-of-the-art equipment available, including specialized laser used for locating trace
evidence and fingerprints. The unit is often called upon by other jurisdictions for
consultation on variety of cases and has assisted departments state-wide in processing
crime scenes.
Headquarters Unit
The Headquarters Unit is responsible for communication's operation and building
maintenance.
The communications function is critical to the overall operation of the department, as
each call for service or inquiry made to the police department passes through the
Communications Center. All 911 emergency calls for the city are answered by police
dispatchers, 24 hours a day, 7 days a week. The department operates a computer assisted
dispatch system to assist operator and call-takers in quickly processing all requests for
police, fire and ambulance service in the City of Norwalk.
Over 100,000 calls or inquiries are received
each year by Communications' personnel. In addition, Communication dispatchers and
operators monitor city, county and state-wide emergency radio frequencies to assist local
and state-wide agencies when necessary. Building maintenance is extremely important
for the department, as the Police Headquarters building, located behind the Lockwood
Mathews Mansion Museum at 297 West Avenue, is over 30 years old, and the needs and staff
have outgrown the confines of the building.
Finally, this division also maintains inventory on radios, vehicles and related department
equipment to assure that it is operationally sound and functional.
Animal Control
Support Services, also oversees the Animal Control Program.
The city employs a Dog Warden, Assistance Dog Warden and Kennel Keeper, who handle the
majority of calls for animal complaints throughout the city, as well as maintain the
operation of the city's dog pound on Smith Street. Over 800 calls are handled and 60
arrests made each year, on average by the Animal Control officers. |
